Joseph Cavanaugh, alleged organizer of chaotic car meetings in Philadelphia, was arrested in Levittown, Bucks County

LEVITTOWN, Pa. (WPVI) — The man who police say organized and promoted illegal car meets in Philadelphia last month that quickly descended into chaos has been arrested.

Action News was on scene when 21-year-old Joseph Cavanaugh was taken into custody at his home in Levittown, Pennsylvania, Friday morning.

The meetings drew hundreds of people to the city, leading to reckless driving and other dangerous behavior overnight between September 21 and 22. A police officer was injured.

“This is a very significant arrest today. “He’s pretty much at the forefront of the organization when it comes to planning the event,” said Lt. Dennis Rosenbaum of the Philadelphia Police Department. “The investigation lasted a month and several more arrests followed.”

Action News has learned there was a second arrest related to the meetings on Friday. Further details were not initially available.

Hundreds of people and vehicles gathered for about a dozen car meetings that ended with thousands of dollars in damage and one police officer injured.

The meetings spanned the city, from Northeast Philadelphia to South Philadelphia, ending with more than 100 vehicles at City Hall.

Two weeks ago, police arrested 18-year-old Shane Thomas in Plymouth Township. According to police, Thomas was the person seen in the video wearing a banana costume at the event.

A suspect accused of damaging a Philadelphia police vehicle while wearing a banana costume during an illegal car meet last month is now in custody.

Thomas was allegedly seen committing a number of crimes, including damaging at least one police vehicle.

There were at least four more arrests. One of these suspects is accused of driving his Dodge Charger at a high rate of speed toward two officers.
