Delphi Murder Suspect Confessed to Killing Girl on Trail: Prison Doctor

An Indiana prison psychologist testified Wednesday about Delphi murder suspect Richard Allen's alleged confessions from behind bars.

Allen, 52, is accused of murdering 14-year-old Liberty German and 13-year-old Abigail Williams as they walked on a street Hiking trail in Delphi on February 13, 2017. Their bodies were found the next day, but Allen was not arrested until October 2022.

“I killed Abby and Libby. “I’m sorry,” Allen reportedly told Dr. Monica Wala in jail, according to her testimony Wednesday during Allen's double murder trial, FOX 59 Indianapolis reported.

Wala is the chief psychologist for the Indiana Department of Correction and has spoken with Allen multiple times.

The prison psychologist testified that Allen's intentions to target Abby and Libby were “sexual” in nature, and he admitted to being a sex addict. According to FOX 59, Allen Wala also said that he is an alcoholic and is both a victim and perpetrator of sexual assault.

Wala told the court Wednesday that Allen followed Abby and Libby on the High Monon Trail on Feb. 13, 2017, and ordered them “down the hill” where he planned to rape her.

The phrase “down the hill” comes from a video of a man that Libby took on his cell phone just before they disappeared that day. Investigators later discovered the girls' bodies and Libby's phone under Abby's body the next day.

Allegedly, Allen told Wala that he was frightened by something – either a man or a van – and then decided to brutally murder the two girls by slitting their necks in a wooded area very close to the popular spot their bodies covered with branches, the psychologist told the court.

According to Wala's account of Allen's confessions, the then 44-year-old would lead a normal life after the murders.

Allen also appeared interested in apologizing to the victims' families.

On April 13, Wala described Allen's behavior as increasingly strange after he lay down and consumed his own feces. She believed he had experienced an “emotional breakdown due to guilt.”

In a phone call with his wife in May, Allen apparently told her, “I didn't do everything I said, but I killed Abby and Libby,” at which point his wife hung up, according to Wala's statement.

Around that time, Allen began having suicidal thoughts and talking about his last meal, Wala said.

“I have to let my wife go,” he apparently told her at one point, according to FOX 59.

Under cross-examination, Wala admitted to being a fan of true crime content, including podcasts and online discussions about the Delphi case, which she said she followed closely before working at the prison where Allen was being held. Wala once even traveled to the crime scene near the High Monon Bridge, she testified.

Wala also said Allen's behavior in prison was consistent with someone suffering from serious mental illness, describing Allen as characterized by “fatal delusions,” “hopelessness,” “insomnia” and “suicidal thoughts.”

Journalist Áine Cain, who co-hosts The Murder Sheet podcast with Indiana-based attorney Kevin Greenlee, explained that in addition to Allen's alleged confessions, much of the evidence presented in court so far appears to place Allen at the crime scene the crime at the time it occurred, in a statement to Fox News Digital.

“In some ways, Richard Allen has become the prosecution's key witness,” Cain said. “The state has so far built a compelling case against him simply by using his own words. Numerous women and girls saw Bridge Guy on or near the Delphi Trails that day. Surveillance footage showed a car that looked like Allen's Ford Focus driving toward him.” Traces at 1:27 p.m. Allen told police he was on the trail around 1:30 p.m. A group of teenagers saw the man captured on Libby's phone near the Liberty Bridge. Allen told police he saw a group of girls around the same time and same location.

“A woman who was going to exercise said she encountered Bridge Guy while he was standing on the first platform of the Monon High Bridge. “Allen told police he was standing on the same platform at about the same time and watching fish swim by,” Cain continued. “Allen claims he was following the stock ticker on his cell phone. But his cell phone apparently doesn't appear in the tower data. The same cell phone – the one he had in 2017 when the murders occurred – is now missing, although Allen In the meantime, the forensic pathologist who autopsied the girls has kept over 20 other old phones. The pieces seem to be piling up.

Cain added that “Allen's defense team will have to knock some of this down once she presents her case.”
