Former Missouri city police officer Blademir Viveros has been charged in a fatal June crash that violated police policy for responding to calls

RICHMOND, Texas (KTRK) — A Missouri city officer who was fired this summer has been charged with manslaughter and accused of being involved in the deaths of two people in an accident en route to a robbery.

While the criminal case is ongoing, ABC13 is still pushing for transparency about rules and guidelines their city's officers must follow on the streets.

Months later we still only have part of this policy.

A policy detailing when an officer must turn on their sirens and emergency lights, something a former Missouri city officer is accused of failing to do before the crash that killed two people and injured a third.

In June, the Stewart family grieved the unimaginable loss of Mason and Angela after an officer crashed into their car on the way to a robbery. They were accused of failing to turn on flashing lights or sirens.

At the same time, ABC13 asked the Missouri City Police Department what its policy is when responding to calls. They asked us to file a public records request, which they later contested and asked the Attorney General's Office for permission not to comply with the request.

When they were forced to give Eyewitness News this information, part of their priority policy was redacted.

Charing documents say former Missouri city official Blademir Viveros is accused of involuntary manslaughter, failure to use proper emergency lighting and excessive speed that fatal day.

Viveros also had a man named Michael Hawkins in the back of his car during the fiery crash. It violated PD policy, which prohibits officers from responding to calls when someone is in the police unit.

Hawkins was not discovered for hours before receiving medical attention. His friends say he is in a rehabilitation hospital and is partially paralyzed.

The Stewart and Hawkins families have both filed lawsuits against the police in connection with this case.

Viveros remains in jail on $800,000 bond.
