Authorities arrest Oklahoma City man facing multiple charges following Owasso pursuit

Authorities arrested an Oklahoma City man early Saturday after a domestic disturbance at a Kum & Go supermarket in Owasso escalated into a high-speed chase across multiple counties.

Officers responded to the Kum & Go at 13704 E. 106th St. North around 3:45 a.m. after store employees reported a suspicious vehicle at a gas station that had reportedly been sitting there “all night” without purchasing fuel or the vehicle to exit the Owasso Police Department.

Owasso police said employees told officers at the store they wanted the driver, later identified as 44-year-old Barton Bleu Stovall, to leave the property.

Police said they attempted to make contact with Stovall, who was described as coherent but unresponsive. Police said he was warned to leave and officers left after staff initially refused to press charges.

Then around 4:15 a.m. police were called back to the scene after staff decided to press trespassing charges.

Officers attempted to communicate with Stovall over an extended period of time and warned him of the possible consequences if he did not leave the premises.

Police said Stovall continued to refuse communication, prompting officers to tell him he was under arrest for trespassing, obstruction and resisting arrest.

Officers deployed Stop Stick tire deflation devices under the vehicle and attempted to communicate through the driver's window and speaker, but Stovall was unresponsive, Owasso police reported.

Police then used a less-lethal launcher to smash the rear window and fire pepper bullets into the vehicle to force Stovall to get out.

Police said Stovall then ran the stop sticks, causing his rear tires to go flat, and drove west on 106th St. North while leading officers south on U.S. 169.

OPD said the pursuit continued into Tulsa at speeds of up to 90 mph despite tires being deflated.

Owasso police deployed additional stop sticks at 66th St. North and flattened all of Stovall's tires.

The chase continued onto I-44, where speeds decreased as the vehicle approached Yale Avenue. An Oklahoma Highway Patrol trooper then performed a tactical intervention on the vehicle and pushed the vehicle onto the shoulder.

Stovall exited his vehicle but continued to disobey commands. Owasso officers deployed a Taser and he was taken into custody. Stovall was taken to a local hospital for medical clearance before being booked into the Tulsa County Jail.

Stovall is charged with theft, trespassing, resisting arrest, obstruction, reckless driving and multiple traffic violations, including failure to maintain lane and changing lanes unsafely.

This multi-county incident affected both Rogers and Tulsa counties, with Owasso police handling the majority of charges.

OPD said that because OHP conducted the TVI and filed the arrest, most charges would be filed by Owasso police.
