FOX obtains grand jury videos showing questionable arrests on the Vegas Strip

LAS VEGAS, Nevada (FOX5) – “Are you doing this to all white people?” a man asks as he is arrested. “Yeah. I do that to everyone, bro,” replies a Metro official.

This exchange was captured on an officer's body camera and was part of the release of evidence presented to a grand jury and obtained by FOX5.

The Metro sergeant accused of unlawfully arresting people on the Strip faces new charges as of Wednesday. Sergeant Kevin Menon's home near Decatur Blvd. and Gowan Road was searched after he was arrested on child pornography charges.

FOX5 obtained more than a dozen videos shown to a grand jury after his first arrest, examining the sergeant and the officers he worked with as they arrested people mostly in and around strip casinos.

In May, Menon was placed on leave after Metro said he ordered the arrests without good reason. In every case presented to the grand jury, the person arrested was a black man or man of color.

“Unprovoked flight. Unprovoked flight. They saw us and quickly left,” an officer explains, explaining why four men were detained at the Cosmopolitan.

On May 5, 2024, Menon is accused of punching a colleague in the chest who was making a lawful arrest after he failed to recognize Menon in plain clothes.

“What’s going on, man,” an officer asks Sgt. Menon as he approaches him.

“I'm the (expletive) sergeant, you idiot,” Sgt. Menon responded.

“Are you? I don't know who you are,” the officer replies.

In another video of a man being arrested, an officer's body camera shows him talking about Sgt. Menon: “He collided with me and then you were right behind me.”

“I didn’t see (expletive),” the officer replies.

“As if it’s a production… It’s on your camera,” the man claims.

The video of the incident shows Menon patting the man's shoulder on a footbridge. Two uniformed subway officers follow him and arrest him.

In a text exchange presented to the grand jury, an officer wrote “still hunting PC” and Menon wrote “shoulder check and smash.”

Another text exchange:

“Come and arrest me in a second. As soon as I contact them. Then arrest them and identify them… Simply explain that the arrestee (me) committed counterfeit money fraud and that I contacted them based on my interaction with them. Simply.”

This is exactly what appears to be happening in a casino security video. Sergeant. Menon walked up to two men and started a conversation. Colleagues immediately take him away and then approach the men. The uniformed officers then arrested the men and searched their personal belongings.

In another video, which begins with no sound, a man is sitting on a chair in a casino when he is approached by an officer and follows him into a hallway. Although it appears that no crime has been committed, he begins to question him.

“Where do you live in the LINQ? This isn't a bad place. I stayed there before moving there. Do you mind if I check your ID and make sure you don't have any warrants or nothing? … I'm just asking: Make sure you don't have any search warrants,” the officer asks.

Menon was indicted on a dozen counts, including multiple counts of disgrace and perjury (Menon is accused of advising officers to lie in their reports of these incidents).

It is unclear whether other officers involved in the problematic arrests will also face disciplinary action.

It is important to note that Menon was arrested by Metro the same month that most of these incidents were reported in May and was taken off the streets.

Menon will be in court Thursday morning to face the two counts of possession of child pornography. Menon has been working with Metro since 2014.
