Telegram publishes technical documents on the South Korean KF-21 fighter aircraft

South Korean authorities are currently conducting a joint investigation into a Telegram channel allegedly involved in the sale “technical documents” related to South Korea's KF-21 “Boramae” Fighter jet and the KUH-1 Surion helicopter. The investigation, involving multiple national agencies including the military, police and national intelligence, was sparked by concerns that sensitive information may have been compromised.

According to The Korea Times, the Telegram channel in question claims to have contacts with the South Korean military and the Defense Development Agency [ADD]. In February 2024, the broadcaster announced the availability of documents related to the KUH-1 Surion, South Korea's first domestically manufactured helicopter. Alongside the announcement, images of various helicopter components were also released. Korean aerospace industry [KAI]the aerospace company responsible for developing these aircraft, invested around $178 million to start production.

The same Telegram channel also claimed to have technical documents on the KF-21 fighter jet and planned to sell them after a so-called sale “Cross-verification process.” In addition, the channel operator mentioned possession of documents related to Freedom Shield, a joint military exercise between South Korea and the United States.

On June 13, 2024, concerns emerged about the financial stability of the KF-21 project after funding from Indonesia was significantly cut. Indonesia's contribution decreased to $437 million from the initial pledge of $1.16 billion, raising questions about whether South Korea could meet the project's schedule.

Suk Jong-jun, head of defense procurement program administration [DAPA]expressed concern in an interview with JoongAng Ilbo, stressing that budget constraints could pose a challenge. However, he reiterated DAPA's commitment to complete the KF-21 by 2026.

Korean aerospace industry [KAI] also aims to market the KF-21 “Boramae” to international buyers after meeting Republic of Korea Air Force requirements. Currently, the South Korean military deploys the KUH-1 Surion, a multi-role helicopter known for its advanced technology and versatility. The Surion is equipped with state-of-the-art features such as a digital glass cockpit, automated flight control systems and 3D digital mapping, making it suitable for use in all weather conditions, day or night.

The Surion's design includes advanced night vision capabilities as well as sophisticated flight management systems. To date, KAI has manufactured 300 units for military and civilian use in South Korea. This twin-engine helicopter can accommodate up to 13 passengers, including two pilots, and has a maximum takeoff weight of 8.7 tons at a cruising speed of 146 knots.

The investigation into the alleged Telegram leak has raised concerns about its potential impact on military cooperation between the US and South Korea. According to reports, information related to the KF-21 fighter jet and joint military exercises between the two nations may have been compromised.

This has led to questions about the security of information-sharing protocols and whether vulnerabilities in South Korean systems could pose risks to collaborative operations. In response, U.S. defense officials could reconsider data-sharing arrangements to ensure tighter security, emphasizing the need for improved cybersecurity and stricter vetting procedures for sensitive information.

Discussions between U.S. and South Korean authorities could focus on establishing clearer security guidelines for future defense cooperation to protect sensitive technology.

The financial strain of the KF-21 project, exacerbated by Indonesia's reduced funding, could also impact U.S.-South Korea defense relations. Although South Korea remains committed to meeting the 2026 deadline, budget deficits could limit the country's ability to support other major defense projects.
