JSO police officer accused of touching crime victim while on duty and not allowing her to leave the room

JACKSONVILLE, Fla. – A JSO police officer was arrested Thursday morning and is accused of touching a woman who reported a crime without her consent and not allowing her to leave the area while he was on duty, according to JSO Director Brian Kee.

Kee held a news conference Thursday to announce the arrest of 35-year-old John Burgos. He has worked for JSO since 2018.

Police said Burgos, who was on duty, responded to a call for help around 4 p.m. Wednesday and met with a “crime victim.”

After the initial investigation was completed, Burgos returned to that location and met with the victim again, claiming he was conducting further investigation.

While alone with the victim, Burgos did not allow her to leave the area and touched the victim without valid consent, according to JSO.

When Burgos left the scene, the victim called JSO and immediately reported Burgos' behavior.

JSO Integrity Unit detectives began an investigation and arrested Burgos the following day.

He now faces a charge of third-degree false imprisonment and a charge of first-degree assault.

“JSO is appalled by Burgos’ conduct and the fact that he committed these crimes while impersonating an officer,” Kee said in a news conference. “With this arrest, the JSO is sending a clear message that we will not tolerate any member of this agency breaking the law and endangering the public’s trust in law enforcement.”

According to the JSO, Burgos has been stripped of all police powers and suspended without pay while due process is followed. He will then be released, JSO said.

Kee said Burgos has been the subject of several investigations.

According to the documents, Burgos was the subject of seven different JSO investigations between 2020 and 2023, including three complaints within the JSO that resulted in two different written reprimands.

“He never did anything to get terminated, but he certainly worked toward it and was monitored by his superiors,” Kee said.

His arrest is the 15th arrest of a JSO employee this year.
