Casper man and Colorado woman convicted of drug conspiracy

CASPER, Wyo. — A Casper man and woman from Greeley, Colorado, were recently convicted of drug conspiracy crimes, according to U.S. District Court records.

U.S. District Court Wyoming Chief Judge Scott Skavdahl handed down sentences Monday to Thelma Faber of Greeley and in July to Dusty Ronald Harris of Casper.

In January, Faber and Harris were each charged with possession with intent to distribute methamphetamine and fentanyl, aiding and abetting, and conspiracy to possess with intent to distribute methamphetamine and fentanyl.

Harris was 42 and Faber was 44 at the time of their arrest.

On Monday, Skavdahl handed Faber a four-year and nine-month prison sentence. He also ordered them to pay a special tax of $100 and compensation of $500. After her release from prison, Faber must serve a four-year suspended sentence.

She pleaded guilty on May 9 and prosecutors agreed to dismiss the conspiracy charge at the time of her sentencing.

Harris also pleaded guilty on May 9.

Unlike Faber, Skavdahl sentenced Harris to 11 years and 10 months on both counts, with both sentences running concurrently or at the same time.

Upon his release from prison, Harris will serve four years of supervised release for each charge, which may be concurrent. Skavdahl also ordered him to pay a $200 special tax and $500 community restitution.

According to the indictment filed on January 10, 2024, both defendants would have faced a sentence of 20 years in prison and a fine of up to $2 million on each count.

But federal court records did not provide details about the crime, which was investigated by the FBI, the Wyoming Division of Criminal Investigation and the Fremont County Sheriff's Office.

Assistant U.S. Attorney Timothy W. Gist of Wyoming prosecuted the case.
