Teen charged in Covington crash that killed 21-month-old child

A 19-year-old man is facing felony charges after he allegedly caused a crash on State Route 18 that killed a 21-month-old boy and seriously injured a woman.

Alexis Andaluz-Lozano is accused of driving too fast on SR 18 in the rain, spinning and crashing into a car in the oncoming lane. He is accused of homicide and negligent bodily harm.

According to the Washington State Patrol, it appeared Andaluz-Lozano's vehicle flew sideways as it crossed the grass median and may have become airborne at some point.

The victims were a 27-year-old mother and her 21-month-old son. The toddler suffered serious injuries and died at the scene of the accident. The mother was taken to hospital with two broken bones in her arm and a broken leg and rib.

According to law enforcement, the victim told them she was traveling eastbound at 60 miles per hour in the right lane of SR 18 when a speeding vehicle swerved and crossed the median barrier. Describing the collision, she said: “He flew sideways into my lane and I hit him head-on.”

After the accident, a Washington State Patrol trooper contacted Andaluz-Lozano while he was still in the driver's seat. Court documents say that when Andaluz-Lozano was asked what happened, he responded by asking, “What happened to what?” When asked specifically about the crash, he allegedly responded, “What crash?”

Officers noted that Andaluz-Lozano appeared lethargic, disoriented and exhibited signs of possible impairment during the situation.

Andaluz-Lozano also allegedly sat on an opened container containing several pre-rolled joints that contained 24.89% THC. He also had other marijuana products and paraphernalia in his car, according to prosecutors.

When asked about the joint container, he said it was left there when he got the car back after an accident and never threw it away, according to court documents.

After Andaluz-Lozano agreed to field sobriety tests, troopers said they provided a breath sample with a 0.00 BAC but failed three additional tests, revealing several signs consistent with impairment from drug use.

A nurse took Andaluz-Lozano's blood a few hours after the accident, and the results are still pending. The prosecutor's office noted that he has a previous conviction for second-degree criminal negligence since September 2023.

Andaluz-Lozano is scheduled to appear in court for arraignment on November 6 in Kent. The state is asking for a $150,000 bond and a ban on marijuana use in Andaluz-Lozano.
