The House GOP leadership will hold elections on November 13th

House Republicans will hold a leadership election on Nov. 13 after Congress returns from recess. It's a quick turnaround, as sluggish results from California and races that are too close or contested could cloud the picture of which party has the majority come November 13th.

If Republicans lose control of the House of Representatives, there could be a shakeup in the GOP leadership. It's unclear whether House Speaker Mike Johnson of Louisiana would run for minority leader or whether anyone would challenge him.

House Democrats have not said when they will hold their leadership election.

The internal Republican power struggle was a regular feature of the 118th Congress

After four years of Democratic rule, Republicans regained control of the House of Representatives in the 2022 midterm elections. But infighting within the Republican Party has made it difficult to govern with a razor-thin majority given the early retirement and expulsion of Rep. George Santos, whose seat was later taken by a Democrat.

Finally, in January 2023, former House Speaker Kevin McCarthy arrived from California won the speaker's gavel after 15 rounds of voting amid a prolonged – and public – battle with conservatives demanding concessions, foreshadowing the limits of his power over a fractured party.

His deal with far-right Republicans that allows a single member to trigger a vote of no confidence to remove the speaker came back to haunt him Nine months later, he relied on House Democrats' votes to temporarily avert a government shutdown. Eight Republicans joined all Democrats in voting to remove McCarthy. This was the first time in US history that a Speaker of the House of Representatives was removed by such a motion.

Speaker Mike Johnson of Louisiana succeeded McCarthy after three weeks of chaos caused by the GOP's inability to unite around a nominee. Although Johnson faced similar problems as McCarthy and relied on Democratic votes to pass legislation, he outlasted that role longer than his predecessor. Democrats stepped in to save Johnson from an attempted fall in May.

Control of the House of Representatives last changed during the 1952 presidential election

The last time control of the House of Representatives changed in a presidential election year was 1952. Republicans won the House and Dwight D. Eisenhower was elected to his first term in the White House.

Battle for control of the House of Representatives

Of the 435 House seats up for election, about 40 are considered competitive, according to the Cook Political Report, a nonpartisan election analysis website that takes into account 22 of these racial swings. Of those 22 seats, 10 are held by Democrats and 12 by Republicans. Of the other 21 contested seats, 13 have a Democratic majority and eight have a Republican majority.

Republicans currently have 220 seats. Democrats have 212. There are three vacancies due to the deaths of Rep. Sheila Jackson, a Democrat from Texas, and Rep. Bill Pascrell Jr., a Democrat from New Jersey, as well as the early resignation of Rep. Mike Gallagher, a Republican from Wisconsin.

For Democrats to take control of the chamber, they would need to retain their 212 seats and the two seats vacated by deaths, as well as gain four seats.

However, it is unlikely that it will be that easy. Redrawn congressional maps in North Carolina mean three seats held by Democrats can easily be won by Republicans.

However, the swing toward Republicans will be partially mitigated by the redrawing of congressional districts in Louisiana and Alabama, which are likely to be won by Democrats under the new guidelines.
