The DuPage County prosecutor identified the man as Ramon Ochoa Garcia. He is now charged with unauthorized video recording of a person under the age of 18 and unauthorized video recording without consent.

Investigators said Garcia stuck a small pen camera into an air vent to record people in the women's restroom at the World Mission Society Church in Bloomingdale, on South Bloomingdale Drive.

The crimes began on August 1st, police said.

A church priest later found the pen and reported it to the police.

Prosecutors believe at least 24 victims were registered, including two young girls.

On Thursday, a judge rejected prosecutors' request to hold Garcia before his trial, even though they argued he was a flight risk because he was reportedly living in a van.

The church told ABC7 it had no comment on the matter as police continue to investigate.

Garcia could face additional charges as more potential victims are identified in the case.
